Placer County Certifies Final EIR for SMD 3 Regional Sewer Project

The Placer County Board of Supervisors certified the Final Environmental Impact Report (EIR) and issued a Notice of Determination approving the Sewer Maintenance District (SMD) 3 Regional Sewer Project Alternative B on November 27, 2012. AES prepared a combined EIR/Environmental Assessment (EA) for the project on behalf of the County and the U.S. Army Corps of Engineers to meet the requirements of both the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The project consists of decommissioning the existing SMD 3 wastewater treatment plant (WWTP) and constructing a pump station and approximately 4.4-mile force main to convey wastewater to the SMD 2 collection system for treatment at the City of Roseville Dry Creek WWTP. The goal of the project is to bring the SMD 3 system into compliance with waste discharge requirements issued by the Central Valley Regional Water Quality Control Board. Key issues addressed by AES within the EA/EIR included impacts to fisheries and riparian habitat as a result of eliminating the SMD 3 WWTP discharge to Miners Ravine, as well as impacts associated with water quality, noise, air quality and traffic as a result of construction activities . AES is currently in the process of assisting the County with obtaining the various environmental permits needed for project implementation. Construction is expected to begin in early 2013.
