This DEIR was prepared in compliance with the California Environmental Quality Act (CEQA), the CEQA Guidelines (California Code of Regulations [CCR], Title 14), and the City of West Sacramento’s rules, regulations, and procedures for the implementation of CEQA.

This Final TEIR was prepared in compliance with the Memorandum of Understanding (MOU) between Placer County and United Auburn Indian Community (UAIC), executed in January 2000 and amended in July 2003 as well as the Tribal-State Gaming Compact between the UAIC and the State of California, executed in September 1999 and amended in June 2004. The content and format of this Final TEIR generally adhere to the California Environmental Quality Act (CEQA) Guidelines (California Code of Regulations, Title 14) and Placer County’s CEQA compliance standards, although the project features located on Tribal trust lands are not subject to CEQA. The TEIR will be presented to the Placer County Planning Department Director to determine if the environmental review process has been carried out consistent with the requirements of the UAIC-Placer County MOU.

This Draft Tribal Environmental Impact Report (TEIR) has been prepared to provide the public and government agencies with information about the potential environmental effects of the proposed expansion of Thunder Valley Casino (generally referred to in this TEIR as the proposed project). This TEIR was prepared in compliance with the Memorandum of Understanding (MOU) between Placer County and United Auburn Indian Community (UAIC), executed in January 2000 and amended in July 2003 (Appendix A) as well as the Tribal-State Gaming Compact between the UAIC and the State of California, executed in September 1999 and amended in June 2004 (Appendix B). Walt Ranch Erosion Control Plan
Initial Study (May 2008)

The Hall Brambletree Associates, LP Erosion Control Plan Application (ECPA) #P07-00800-ECPA proposes earthmoving activities on slopes greater than five percent in connection with the development of 397 net acres of vineyard within 538 gross acres disturbed on the approximately 2,300-acre Walt Ranch, comprised of a total of 68 vineyard blocks. The 538 gross acres includes vineyard avenues that would be constructed around each of the proposed vineyard blocks and rock stockpile areas, as well as access roads that would be constructed. Vineyard development activities include removal of brush, trees and associated vegetation in proposed vineyard areas, blasting, ripping to depths of three to four feet, rock removal, installing erosion control measures, trenching for irrigation pipelines, installation of trellis system and deer fence around vineyard blocks or block clusters (to minimize impact on wildlife corridors), seeding cover crop, mulching, and planting vines. The Napa County Conservation, Development and Planning Department is the CEQA Lead Agency for the project.

Teixeira
Initial Study/Mitigated Negative Declaration (March 2008)

The Teixeira project is located six miles east of Petaluma in Sonoma County, California. The project includes the diversion of 164 acre-feet of water per annum to storage from an Unnamed Stream tributary to the Petaluma River thence the San Pablo Bay. Water would be used for stockwatering up to 1,000 head of dairy cattle and potentially the irrigation and frost protection of up to 300 acres of proposed vineyard. The State Water Recourse Control Board, Division of Water Rights is the CEQA Lead Agency for the project.

Canebrake Vineyards
Initial Study/Mitigated Negative Declaration (March 2008)

The Canebrake Vineyards project is located off U.S. Highway 101 in Mendocino County, California. The project includes the diversion of 10 acre-feet of water per annum to storage from Forsythe Creek tributary to the West Fork of the Russian River thence the Russian River. Water would be used for irrigation and frost protection of 25 acres of existing vineyard. The State Water Recourse Control Board, Division of Water Rights is the CEQA Lead Agency for the project.

City of Hollister Reclaimed Water Irrigation Project
Final Subsequent Environmental Impact Report (March 2008)

Final Subsequent Environmental Impact Report (SEIR) has been prepared to provide an assessment of the potential environmental consequences associated with construction and operation of the proposed City of Hollister Reclaimed Water Project. The Reclaimed Water Project is a component of the City of Hollister Domestic Wastewater Systems Improvement Project (DWSI). This SEIR provides a project specific analysis of the proposed reclamation alternatives, and is tiered from the 2006 DWSI and Recycled Water Facility Project (RWP) EIR (2006 EIR) (SCH# 2006012149), which was certified by the City of Hollister in October 2006.

Stagecoach Vineyards
Draft EIR (November 2007)

The project proposes to develop approximately 90 acres of new vineyard within 107 gross acres on the 1,130-acre Stagecoach Vineyards property. The project includes earthwork and grading activities associated with soil cultivation, installation and maintenance of drainage and erosion control features, and vineyard plantings on slopes greater than five percent. The County of Napa is the CEQA Lead Agency for the project.

Sleepy Hollow Vineyards
Initial Study/Mitigated Negative Declaration (March 2007)

The Sleepy Hollow project is located on Lakeville Highway in Sonoma County,
California. The project includes the addition of 115 acres of vineyard to
the existing 60-acre place of use authorized under an existing water right
permit, and an extension of time to make full beneficial use of the water
authorized under the permit. The State Water Resources Control Board is the
CEQA Lead Agency for the project.

Cooley Ranch Vineyards
Initial Study/Mitigated Negative Declaration (August 2007)

The proposed project involves three separate water right applications, each to develop water storage reservoirs and vineyards in separate geographical areas of the Cooley Ranch project area. Application 31304 includes the development of 65 acres of vineyard, one reservoir and the diversion to storage of 48 acre-feet (af) of water per year. Application 31362 includes the development of 114 acres of vineyard, one reservoir and the diversion to storage of 98 af of water per year. Application 31363 includes the development of 101 acres of vineyard, three reservoirs and the diversion to storage of 80 af of water per year. The State Water Resources Control Board is the CEQA Lead Agency for the project.

Circle S Ranch Vineyards
Initial Study (June 2007)

The Circle S Ranch LLC Erosion Control Plan Application (ECPA) #P06-01508-ECPA proposes the development of 337 net acres of vineyard within 411 gross acres disturbed on the 1,593-acre Circle S Ranch. Activities associated with this development process include the removal of brush and trees in proposed vineyard areas; ripping, rock removal and cultivating the soil prior to vineyard planting; construction and maintenance of vineyard avenues and related access roads; seeding cover crop and installing erosion control measures; mulching; trenching for irrigation pipelines; trellis and deer fence installation, including critter culverts; planting vines; and riparian corridor restoration and tree planting. The Napa County Conservation, Development and Planning Department is the CEQA Lead Agency for the project.

Boardman Canal and Gold Run Pipeline
Initial Study / Mitigated Negative Declaration (November 2006)

The Boardman Canal and Gold Run Pipeline Improvement Project (Proposed Project) is located near the towns of Gold Run and Dutch Flat, about 20 miles northeast of the city of Auburn, California. The Placer County Water Agency (PCWA) operates the Boardman Canal, which is a key component of the Agency’s raw water transmission system. The Boardman Canal begins in Alta and extends to the city of Rocklin. It generally follows the Interstate 80 corridor between Dutch Flat and Auburn, where it then flows southeast of Interstate 80 through the east Loomis Basin toward Rocklin.

The Boardman Canal generally flows within an open channel; however, portions of the canal flow through flumes and gravity pipelines, such as the Gold Run pipeline. The Gold Run pipeline receives water from an upstream open channel portion of the Boardman Canal. The Proposed Project would involve the construction of approximately 7,950 feet of pipeline (Phase 3 is approximately 2,950 feet and Phase 4 is approximately 5,000 feet) to replace fragile portions of the Gold Run pipeline, which includes areas that have experienced failures this year.

Elk Valley Rancheria Casino Project
Martin Ranch Project FEIS (September 2006)

This Final EIS (FEIS) has been prepared to address the environmental effects of taking 203.5 acres into Federal trust for the Tribe, and the development of a casino resort. The Department of the Interior, Bureau of Indian Affairs (BIA) is the federal agency that is charged with reviewing and approving Tribal applications pursuant to 25 CFR Part 151 to take land into federal trust status.

Stagecoach Vineyards
Initial Study (August 2006)

Stagecoach Vineyards Erosion Control Plan Application (ECPA) #P06-0042-ECPA proposes to develop approximately 90 acres of new vineyard and associated vineyard avenues within 107 gross acres. Activities included in this development process include the removal of existing vegetation, cultivation, trenching for irrigation systems, installation of trellis systems, laying out vine rows, and installation and maintenance of erosion control measures. The new vineyard would primarily be planted as infill of isolated pockets within existing vineyard blocks.

Rosenthal Vineyard
Water Right Applications Project - Initial Study (March 2006)

The Rosenthal project is located near Middletown in Lake County, California. The project consists of two water right applications that would allow for the direct diversion and diversion to storage of water in three onstream reservoirs for vineyard irrigation and frost protection, and fire protection and recreational purposes at the reservoirs. The State Water Resources Control Board is the CEQA Lead Agency for the project.

United Auburn Indian Community Housing Project
Environmental Assessment (May 2006)

This Environmental Assessment (EA) was prepared to support the application of the United Auburn Indian Community of the Auburn Rancheria (UAIC) for land in Placer County to be placed into Federal trust for Tribal housing. The proposed trust land consists of 1,100 acres in Placer County, California, which the Tribe intends to use for construction of 110 single family homes for Tribal members and associated community facilities, including but not limited to administrative offices, a community center, Tribal school, and maintenance facilities.

Gold Run Pipeline Near Term Improvement Project
Initial Study/Mitigated Negative Declaration (March 2006)

The primary purpose of the Proposed Project is to replace a deteriorating portion of the Gold Run pipeline with approximately 3,800 feet of pipeline in order to eliminate the risk of future service outages from breaks in the pipe. The Proposed Project would not result in an overall system capacity increase. The Proposed Project would not include or facilitate changes to PCWA facilities or service capabilities, and would not induce growth beyond the levels that have been planned.

Sunset-Athens Connector Road
Final EIR (February 2005)

This Draft Environmental Impact Report on the proposed Sunset-Athens Connector Road was submitted to the State Clearinghouse and released for public and agency review for a 45-day comment period lasting from October 8, 2004 until November 22, 2004. This Final EIR includes comments and responses to comments on the Draft EIR. The Final EIR is an informational document that will be considered by the County of Placer before the County approves or rejects the Proposed Project.

Sunset-Athens Connector Road

This Draft Environmental Impact Report was prepared to provide the public and government agencies with information about the potential environmental effects of the proposed connector road between Sunset Boulevard and Athens Avenue. This EIR was prepared in compliance with the California Environmental Quality Act, the CEQA Guidelines, and Placer County’s rules, regulations, and procedures for implementation of CEQA.

City of Sacramento Zoo Concept / Vision Plan
Draft EIR (June 2002)

This EIR was created to assist the Sacramento Zoo with the development of a proposed Concept and Vision Plan (Plan). The Plan envisions the update of the Zoo with the concept of a “sensory zoo” as a central interpretive theme encouraging visitors to use their senses as they walk through the Zoo.

Guenoc Vineyards
Water Rights Modification Project / DEIR (July 2006)

This Draft Environmental Impact Report (DEIR) has been prepared to provide the public and interested public agencies with information about the potential environmental effects of the proposed Guenoc Water Right Modification Project (Proposed Project). The Proposed Project consists of changes in licensed and permitted water rights, which would result in an increase in place of use by 5,028 acres, and time extensions under two permits within which to beneficially use the water diverted to storage under said permits.
