FONSI

The San Pasqual Band of Diegueño Mission Indians (Tribe) submitted a request to the Bureau of Indian Affairs (BIA) to approve the acquisition in trust of approximately 9.08 acres of fee land for commercial development. The land proposed for development and trust acquisition is located in Valley Center, California, on the southwest corner of Valley Center Road and North Lake Wohlford Road. The project site is located in Section 15 of Township 11 South, Range 1 West, on the Rodriguez MT, California U.S. Geological Survey (USGS) 7.5-Minute Topographic Quadrangle (quad), San Bernardino Baseline & Meridian.

Based on the analysis contained in the Draft Environmental Assessment (EA), public comments made on the Draft EA, the response to those comments, and the mitigation imposed within the Final EA, the BIA makes a finding of no significant impact (FONSI) for the Proposed Action. This finding constitutes a determination that the Proposed Action is not a federal action significantly affecting the quality of the human environment; therefore, preparation of an Environmental Impact Statement (EIS) is not required.
