This document includes comments and responses to comments received on both the Draft Environmental Impact Report (Draft EIR, 2008) for the Circle S Ranch Erosion Control Plan Application #P06-01508-ECPA (proposed project), as well as the Supplement to the Draft EIR (2011). This document together with the Draft EIR and Supplement to the Draft EIR comprise the Final EIR for the proposed project. The Napa County Conservation, Development and Planning Department (Napa County) is the Lead Agency for the project. The 1,593-acre Circle S Ranch property (project site) is located off Atlas Peak Road in south-central Napa County, California.

The purpose of the project as proposed was to develop approximately 337 acres of new vineyard on slopes greater than five percent, and approximately 41 acres of vineyard on slopes less than five percent. A total of 459 gross acres of vineyard and related facilities were proposed to be developed, including 378 net acres of vineyard. The mitigated project includes the development of a total of 326 acres. The project includes vegetation removal and earthmoving and grading activities associated with soil cultivation, installation and maintenance of drainage and erosion control features, vineyard planting and ongoing vineyard operations.
